The relay on gm cars is located on top of the starter , there should be one thick (red) wire connected and a thinner (black) wire connected to a small terminal, thick one goes directly to battery , thin one goes to key switch

1990 oldsmobile 442 horn multi relay affect the starter ?

No, the horn circuit has no connection to the starter. There is not even a starter relay in your starting circuit.
The ignition switch sends power out the yellow start wire with key in start. The start wire goes through the neutral safety switch and then, as a purple wire, goes to the starter solenoid on the starter. When the purple wire has power, the solenoid engages the starter motor to the positive battery cable.
