Speaker(s) not a home repair...Remember this, always buy speakers in pairs. Go to a local car stereo shop and have it diagnosed $30-50. I guarantee it's NOT the radio.
Good Luck
replace with "Memphis" aftermarket speakers if you can

How do I fix a Luxman stereo receiver that has blown channel to one speaker

I myself would just get another stereo, and not tap wires together

I bought a used Luxman Stereo Receiver r113 and now my one Cerwin Vega speaker is crackling and distorted after 10 minutes of playing for the first time

As it's a stereo receiver and you specify one CV speaker, hook the speaker to the other side of the receiver and see if it still has the same problem. If so, hook it to any other audio source you may have. If it has a problem on only one side of the receiver, the receiver has a blown channel. If the speaker distorts on both sides of the receiver and on a separate audio source, the speaker is blown.

No sound comes out of speakers

All speakers?
Check the operation and connection of the volume control on the stereo. Unmute any mute function. Failing that, pull the stereo out and check the connections on the rear. If they also seem fine, then take a multimeter and check for voltage to the speaker wires from the stereo. If you don't have voltage (it will be low anyway, but it should be there) then the stereo is dead.

Speakers have no sound coming from them.

There is not fuse for the speakers themselves. The speakers maybe blown out. I would take a speaker out and connect it to the home stereo and see if it works. I would check to see if the speakers are plugged in also.

I have low volume on my stereo in a Lexus RX300, 1999 all fuses are good someone told me it might be something to do with the alarm system.

Negative...it's a grounded speaker somewhere in the car...When I say "grounded" I mean it's blown and shorted out...Unfortunately, the best way to replace the bad speaker is to get down to your local car stereo installation shop and have them diagnose the problem ($50) Then, buy TWO speakers...I recommend "Memphis" speakers. (cheap and good).
Good Luck
