replace turn signal sw this will fix brake lights power for brake lights runs through turn sw even thoug the turn signals work this will fix it

There is a clip that gets worn on the brake pedal that holds the switch tight to one side. It must be put on correctly or else the brake lights will come on for a split second and then go out when you push the brake pedal down further.

The brake lights for 98 Tahoe/GM trucks are a problem..if switch is ok, then it will be a common problem with the metal strip that connects the three bulbs in the tail light assembly. Take it apart and replace the bulb holder{available used for about $25.} You can see the burned through section when viewed. Hope this helps.
