Is your rad fluid up where it should be?
Is your rad plugged so air can't flow or does it need to be flushed?
Replace your thermostat That may be the problem as well. If your fluid is up I would change the thermostat.as that is a likely problem.
Check all hoses and make sure they are not kinked as well..

Sounds like either the thermostat or water pump. Either way, there appears to be a lack of circulation in the cooling system. Check the overflow reservoir. If it's backing up or not taking coolant, it's likely the thermostat, if it's working correctly, I'd lean toward the water pump.

Blowing air at high speed only indicates that the fan controller is dying or the fan itself is dying. Have a mechanic check this out.

sounds like the thermostat is jammed open, get it looked at as the head gasket could blow and destory the engine, worst case anyhow. sounds like its on its way out so can be unpredictable, they are very cheap though so should be a big job

Check your radiator hoses to see if they are about the same temp when the car is running. The top hose and bottom should be the same. If not see if the top hose has pressure on it by squeezing it with your hand, If not replace the radiator cap. You be surprise how many people run around with a bad cap.
