It sounds like you have a bad actuator. This is attached to the starter and has a solonoid that pushes the starter motor gears into the engine gear. If the solonoid is faulty this may happen. Also check alignment of the same.

Starter stays on with no key on my 99 Avalon

the starter solenoid is staying engaged internal. replace starter solenoid or starter you'll be fine. good-day. If it makes a rattle (clak.clack.clak) before it catches it's just worn teeth on the fly wheel and it goes away. If the starter isn't engaged by the selonoid but it has power it's defective. If that still isn't it it's either the wireing to the starter or the switch itself

I need a diagram of the starter system on a 1999 toyota avalon so i cn connect the positive battercable from my battery to my starter

There are two large studs on the solenoid on the starter, the cable bolts to the one on top, farthest away from the starter motor, the other one if you will look, connects to the starter motor,so the cable bolts to the one with out anything on it.
