don't see it often, but the pressure relief in the pump likely is gummed up.
Sometimes using a very good engine flush like the one made by Amsoil will dissolve the crud in there and restore operation but most times you will need to replace the oil pump.

It happend to me a long time ago on a 454 in my 71 chevy picup, there is a chk. valve on the oil filter housing where your filter screws on that is not working or stuck open and letting to much pressure thru. It happend to me 2 times in a week until a friend of mine who had his own shop told me to chk. that valve and thats what it was. I just took it apart and cleaned it up and maid sure the chk. valve worked and put it back together and no more problem.

before you put the filter on pour oil into bottle lid and pour on the rubber seal and use your finger to rub oil on seal. it should work

remove the new filter, then remove the gasket from your old filter that is stuck to the engine, reinstall new filter
