It is easier to test fuel pressure no pressure no pump easy test for pump have some one turn on key as you listen to fuel tank with gas cap off ear to filler hole. pump should run 2-3 seconds and shut off

My 2000 monte carlo will not start

You probably have a blown fusible link (between the starter cable post and the fuel pump relay), or a blown relay fuse or a bad relay. The fusible link and relay should have power always and can be checked with a 12 volt test light.
