Question about 2001 Toyota Celica
Front wipers wont work.Replaced switch on the column,motor and fuses.
You have a relay that may be bad. The next thing I would check is the ground. Just get a wire and short to the wiper motor and run to a grounded section of the frame. Check those grounding straps that run from the firewall to the engine.

SOURCE: driver side wiper wont work
One side does not work? Can you move the arm with your hands? If so, look for a loose nut that holds the wiper arm on. Remove the plastic trim on the wiper arm base, and tighten the 12 millimeter bolt. Please advise if this helps.

make sure the back window is all the way up then try the wiper, if it still does not work then it is a sensor for the rear window (about $30.00) if you installed it yourself

check the fuses under the dash and under the hood
failing that go to auto zone they can show you the location and quote the parts price too
remem ber to turn on wipers and turn on ignition dont start the car look under hood listen for winding noise locate noise locate wiper motor
if making wiring noise remove and re conect wiper arms inside as they are prone to poping off if over loaded like when frozen to wind screen they pop the conector rather than burn the motor out ]
