Had same problem with my '04, yank HARD, lol. Warehouse guy walked up, grabbed the cord and bang! up it popped. Good Luck.

It should be either a button on the side of the seat to pull up on while folding or a latch to pull in the same sequence to fold .....if all else fails check your owners Manuel, or call the dealership

Are you sure they weren't just tucked under the seat? check for the straps - if they are missing you can install a string or a shoelace in place of the strap, making sure to tie it securely to the little hook for the strap. Sometimes you'll need to use a pair of long nose pliers to pull on the strap mount to fold the seats down to give you room to work.
