Question about 1996 Volkswagen Jetta
Linkage is out of adjustment and is not all the way in gear. Adjust linkage.

The problem is that the teeth on the reverse idler gear and the reverse gear are worn off. This is usually the result of shifting into reverse while the transmission gears are still in motion. This is a very expensive repair as those two gears alone cost $550.00.

You have bad sycronizers in the gearbox. They are made of softer metal so they will wear out. They are used to smoothly shifte from one gear to another. How does the clutch feel? Any play in the shifter? Could be the clutch going bad, or play in the shifter also.
