Question about Cars & Trucks
After pulling the flasher relay did it stop all the lights flashing or just the turn signals ? if was just the turn signals then the light switch would seem the culprit , try disconnecting this switch and see if the dash lights stop flashing ,if they do that would tell you the problem is with the switch if they keep flashing then the fault could be in the lighting relay ,keep me posted

Your multi-function switch is likely toast and shorting internally. Removing the column shroud and inspecting the wiring will tell you if it's wiring. Given the fact the headlamps work but everything else doesn't suggests multi-function switch.

You need a new hazard light switch - the relay for the hazards and turn signals is built in. It's $40 or so at a dealership to buy a new one.

Hazard light switch... They all intermingle in operation.
My ex wifes 96TC was doing the same thing... I could OCCASIONALLY get the hazards to work by turning the hazard switch on/off like 10 times in a row and suddenly it would fix... finally bought a new switch

SOUNDS LIKE YOU EITHER HAVE A BAD T-SIGNAL FLASHER,& OR SWITCH, OR A BAD HAZZARD SWITCH,& OR FLASHER,YOU MAY WANT TO CHECK ALL OF YOUR T-SIGNAL BULBS ALSO, JUST TO SEE IF YOU MAY HAVE A BAD BULBS, IT ALSO COULD BE A BAD GROUND ON ONE OF THE T-SIGNAL BULB SOCKETS.
