How come it misses changed fuel filter no change help?
Fuel filter has nothing to do with miss fire until high rpm's if the filter is restricted. The ECU usually sets a code for the miss and if it is intermittent and random cylinders you will get a P0300. If it is a particular cylinder or cylinders you will get a P030* the 'star' being whatever the ECU has determined is the cylinder/s. 1, 2 , 3 , 4 etc.

The fuel filter is the LAST thing you need to look at. I would be first looking at the age of the spark plugs. Get the car to somebody who can scan it. If the scan result is a P-0301/2/3/4/5/6, that would indicate bad plugs.

Factory plugs are not always the best tool for the application. In your case, you use the vehicle for something that would be deemed as heavier usage as per your question. What you need is to contact your local dealer or Auto parts store for platinum tip or double platinum tip plugs for a greater spark, o r you could replace with the recommended pluga and regap them for a greater spark...

The fuel pump should run for a second or two when you first turn the key on, but then shuts down to prevent the engine from flooding if the computer does not get a signal from the crank or cam sensors which the computer uses to trigger the ignition system. So no spark no fuel. Check to see if you have a spark in the ignition system.

It's probably not the fuel filter. I would suggest replacement sparkplugs, and wires, since you did not nmention these items. Also, use plugs from a Toyota parts dept. If you use anything else, it won't run properly.
