Question about 1999 Ford F150 Regular Cab
Do you remove the passenger side airbag from top of instrument panel
Disconnect battery and wait 30 min, remove glove box compartment and up under the dash you will see wires from the air bag to a connector. Unplug it and remove 2 or 4 nuts and then remove air bag from the top of the dash board.

has vehicle been recently jump started? could have a blown fusible link... check all the fuses with a test light......or may have a bad ignition switch. have alternator tested also a bad diode in the alternator could be backfeeding

This subject is covered in the 2006 Ford Escape Owner's Manual starting on page 116 under the heading of "Front Passenger Sensing System". I highly recommend that you read this FIRST.

If after reading the Owner's Manual, you are convinced that the problem is a malfunction (not normal operation) and is not caused by operator error, I recommend that you take your vehicle to a certified auto repair technician (or Ford Dealer) for diagnosis and repair. I DO NOT recommend attempting ANY KIND of do-it-yourself diagnosis or repair on any supplemental restraint system components without the proper training and equipment.

Removal & Installation-of dashboard which includes removing radio.
CAUTION Many BMW models covered by this manual are equipped with a Supplemental Restraint System (SRS), which uses an air bag. Whenever working near any of the SRS components, such as the impact sensors, the air bag module, steering column and instrument panel, properly disable the SRS.
The instrument panel removal is complex and requires disconnecting many components. Make sure to label and organize the components as they are disconnected, disassembled or removed.
