Sounds like the ground cable is not hooked to the motor, see there is one for the frame and one for the motor and your trying to start it using the frame ground and will burn up the frame ground and have a whole new problem. quick check is to hook the jumper cable to the ground on the battery then to the engine block, bet it starts up.

SOURCE: 1998 Volvo V70: Where is the A/C low-pressure port

It is under the hood on the left side next to the generator belt. It has a small cap that screws off and you attach your (Wal-Mart) hose and canister to it and pump for ten minutes until the gauge show pressure to be in the correct range. Should be less than 15 bucks.

Hey, i have a problem with a 1998 Volvo V70 diesel.Car can't blow hot air , and at the winter is getting really cold inside. What i'm sure about is that my thermostat is ok. My radiator is ok, liquid ok, ...

Did you recently do any cooling system work? The cooling system is pressurized and in your case it might have air in it. There is a bleed screw for the system, but I do not know where it is. But, let the engine warm up to the half way mark on the instrument cluster. Then try squeezing the upper and lower radiator hoses a few times. Does not have to be simultaneously. Wear gloves because the radiator hoses will be hot. Also be careful, not to come in contact with the fan, as this could cause serious bodily injury.
