Question about 1996 Ford Escort 4 Door
I put in new Temp. Sensor/ Switch. Still no power to fan.
Most relays have to sides a low side or coil side and a high side which is the latching side. The low side receives power from it source and when grounded it creates an electromagnetic field which pulls on the switch to latch it on and allow power to go fom the power source to the load being powered.

its not an actual relay is like a relay assembly
Constant Control Relay Module (CCRM)
The Constant Control Relay Module is located at the LH front of the engine.

Thats not too weird as the car would kick on the fans at full speed when it detects a problem with the sensor. Your ECU is not reading the sensor properly and needs to be checked by Ford. I hope this helps you.

Did you check the parts before replacement? Check if there is power supply to the fan when engine is hot and the fan should start. Also check the temperature sensor or the automatic fan switch located below the radiator, it may be faulty.
