You may have a broken wire between door and body remove harness and pull boot back repair has need good luck.

Their are two fuses that power this system. One is a 15 amp gauge fuse and the other one is a 30 amp main power fuse. You can also check the power main relay, your ignition switch, or i could possibly be a fault in the wiring

I had the same vehicle with the same problems. Its the actual switches. Once they are exposed to the smallest amount of moisture they quit working.

If you have continuity to the master switch the relay & breaker will be working just fine. Continuity tells me 12 volt current is passing thru as you put it. Check the switches to each window. The main circuit inside the switch may have a short in it

Fuse box is by drivers left knee. Above this are the flashers and about 3 inches above this is the circuit breaker for the windows and door locks. breaker is silver, about 1/2 by 5/8 inch and in the center is the button you need to push in to reset. I used an unbent paper clip to press it. Make sure unit is not energized. May need to unplug breaker first. Press in center button until it clicks.
