Try replacing the thermastatic fan relay or just by pass it to see if the fan operates

Whare is the 15 amp fuse for the windsheild wipers located in a 1983 ford f250.

It will be located in the fuse panel. The fuse panel cover will identify the specific fuses.
The power distribution panel should be located under the hood, and/or may contain one within the dash. Look for an access port on the side of the dash panel (with door open) or under the dash on the drivers side.

The ac blows but it dosent blow kool fan works and its full of freon what should i do and if it blows kool it only blows kool at night

You have the system leak tested

Then have it evacuated & leaks repaired
& recharged

It only cools at night because it is low on refrigerant
& during the day it is so hot in the condensor
that it boils off refrigerant before the expansion valve
& doesn't cool the evaporator

No -- you can not add & polute the atmoshpere

I would think there may be air in there also

Can not work on it yourself

the fuse is in the fuse box under the hood eather that or its a relay under the hood

The cabin fuse box is integrated in the glove box. Open your glove box and on the door side you'll see a part-box with a big plastic screw on it. Move this screw to 90° and open the cover of fuse box.

vague question...first you have a power distribution box under hood with fuses.....second it is either under dash driver glove box..or open the doors and look at side of the dash between where door meets dash..

Engine turn over but do not start

could be a starter motor, but i would always start with a main fuse to find the main fuse is quite difficult best to phone up main dealer and ask them whare it is, it a fuse that runs along your main bat terminals, its larger than a main fuse , but can look similar

Both fans cool the motor. If you have the air conditioner on both fans will run because the cars cooling system will have to disapate more heat. If you have the air conditioner off only one fan will run because the heat load on the engine isn't as great.

No heat or no air volume? No heat may mean no coolant! check it now! Your 4.2 wont stand for being overheated. No volume, check the fuse, if ok then turn on you fan and check for voltage at the electrical connector at the blower motor (under the glovebox). If you dont have a test light, tap the blower motor . If that kicks it to life you need a blower motor.
