Question about 1998 Saturn SL
They relay is on the horn itself. That's why a replacement horn is a dealer only item that's $85. You may need to do some creative wiring with a generic relay. Good luck.

There are relay and fuse panels under the hood to the rear of the battery and to the left, under a pop off panel, of the front passenger's left knee.

horn is behind the front grill, just under the driver side headlight assembly. you can make a jumper wire out of an old extension cord to test it by connecting it right to the battery. not unknown for the horn switch in the steering wheel to go bad
