C1 & C2 in your panel are most likely one of the culprits, if no power at heater at seat. Sounds like testing for power at seat switch is easier to do than get at these circuit breakers in the panel. If you have power at switch at seat, then it's not the fuse/circuit breaker. Good reading at this link for you.

I will remove the ground cable for 4 minutes to reset all data in ECU.///clock and radio stations too : (
Let the ECU to relearn the local environment parameter.
Here's so info on how to prevent vapor lock
Ride with full tank of gas but NO TOP OFF.
Crack open gas cap carefully during rest stops to release / equalize gas tank pressure'

disconnect the battery or pull the ignition fuse,then replace the ignition
SOURCE: fuse for seat heaters 01 Jeep GC limited
this fuse is of high rate and must be found under the hood and most probably not in the cockpit.
