There is no adjustment to set the timing on any car that has a ECM electronic control module (computer). The ECM controls it automatically for every situation to get the best performance and gas mileage possible.

Replace the blower resistor that is mounted next to the blower motor on the passenger side of the vehicle.
This will restore correct blower operation and I suspect it is also back-feeding voltage resulting in your electrical issues.
Two screws hold the blower resistor into the heater case and it is very easy to replace.

well does the key go in does it turn to the start pos? if the dash dost power up its because the switch is bad if it will power up but not start it can be becuse of the resitor chip depends on what is going on if you cant get power its becuse of the switch

For the 1997 Pontiac Grand Am:
I do not know if you have the 2.4L DOHC In-Line 4-Cylinder or the 3.1L V6. However I have included both below. I suspect based on the SE Model you have the 3.1L V6.

For the 2.4L DOHC In-Line 4-Cylinder:
