You may need new oil rings on your pistons. Have you checked your compression? Have you checked for any gasket leaks? How new is your plugs? You may also want to try a synthetic oil or 10w 30 instead of 5W.

either that or depending on the engine you have (on my honda civic the D15B7) there are o-rings in the head but that requires taking the the whole rocker assembly off from around the camshaft. but i would try the the gaskets on the valve cover first.

Car running rough along with stains of what appears to be oil on both sides of car

Having worked on several cavaliers this year, I have found a tune up took care of the rough running condition, and all of them had valve cover oil leaks.
So consider replacing the valve cover gaskets and the spark plugs.

When I removed #4 sparkplug there is oil on sparkplug hole on a 2000 Kia sportage

If oil is on the spark plug tip then it could be from worn valve stems or from worn piston rings. When you accelerate away from the traffic lights and the engine blows a lot of greyish smoke then this is a sign of worn parts.
If the oil is leaking into the spark plug hole, then it could be leaking from the tappet cover, either the tappet cover bolts are loose or the tappet cover gasket is faulty.

Change sparkplugs

Oil is unlikely to be leaking out of a spark plug, more likely leaking on to it. Many things can cause this including a damaged head or leaking cover gasket. If oil is truely leaking out of the spark plug then your engine is either very worn or your valve oil seals are shot

I HAVE AN 89 GALANT AND IS LEAKING A YELLOWISH CREAMY LIKE STUFF OUT OF THE THERMOSTAT HOUSING WHAT IS THIS FROM?

Sounds like you have engine oil leaking into the coolant. If so it could be anything from an intake manifold to a head gasket leak. You should pressurize the cooling system, remove the sparkplugs, and look for signs of coolant in the cylinders.

This sounds like bad sparkplug wires, pull wires off the plugs and see if oil is on wires, this is common on these cars the valve cover gasket goes bad and oil leaks into sparkplug holes and then it misfires, if theres oil in holes replace the wires and the valve cover gasket with the tube seals,

Oil leaking into sparkplug chamber

thread dammaged in head causing spark pug to come loose can fit heli coil to fix thread in head so spark plug wont come loose and leak oil into tube. other places oil can come from to cover plug in oil
remove rocker cover then remove spark plug tube they are screwed into head and clean thread of tube and apply sealant loctite to thread refit to head and may pay to replace seal for top of spark plug tube that is in rocker cover
one of these or both can leak, if tube is tight in head it may not be leaking the top seal is
