I would venture to say if your not moving and the engine is idling. it would be you serpentine belt making the noise. It needs replaced.
I hope this is helpful.

If it is just idling and not being driven when you hear the chirping noise, check under the hood, it could be a bad surpentine belt. When they get old and dry they will chirp on start up or when you give it a little gas. I hope this helps.

My 1994 Isuzu Pickup wont start when its below 32 degrees. Ive changed the gas filter, fuel pump, it just doesnt want to start when cold.

Below 32 degrees ( Fahrenheit , I presume) can cover a wide interval of temperatures. It could be the battery. You should consider installing a battery with a higher cranking power. In the colder parts of Canada, people install an engine warmer contraption. The device is kept connect to an electrical outlet overnight. In some places, it gets so cold that electrical outlets are available at some parking spots.

Makes a chirping sound when the car is initially started

Have you checked the engine bay for a bird's nest ? LOL
Seriously now, I think it is one or more of your drive belts, just when starting to turn all your engine bits. Have those tightened or replaced as needed and you should be OK.

When its cold my lincoln will not start till after i try for 15 min fuel pump sounds like its sputters , but if it is warm it will start no promblem....

If the outside temperature is below 32 degrees, your battery loses as much as 15% of the amps that are responsible for turning the engine over.
On your battery you should have a sticker that shows a rating for "Cranking amps," ( CA ) above 32 degrees, and "Cold crancking amps" ( CCA ), below 32 degrees. Your car most likely needs atleast 700 CCA.

Also, if you do not have a maintenance free battery, ( It should say right on the sticker if it is. ), you may want to check the levels in your battery. If the cells are low it will prevent the battery from reaching a full charge.

I hope this helps you

I have a bearing sound coming from my 1996 neon. Not sure if its the altenator because i did replace it about a year and a hlf ago with one from the junk yard. The noise seems to go away when you rev it...

When you buy a reman Alt ,you may not get new bearings

You can be rest assured your salvage yard piece is the issue

Put a screw driver on it, and put to your ear

Hard starting every morning

really need a little more info. but at first thought sounds like either a cold start sensor if equipped. or a coolant temperature sensor. the cold start sensor squirts fuel directly into the intake upon startup wen the vehicle is cold. the coolant temperature sensor adjust fuel air mixtures based on the temp. of the vehicle. when they go bad they go to default which is usually about 175 degrees. so when the car is cold and the faulty sensor tell the computer that the car is 175 degrees when its not then the computer delivers the wrong fuel air mixture, the mixture as needed when its warm when the car is actually cold and needs a different mixture in order to start more easily.

I have an annoying chirping sound coming from the dashboard.

Speedometer cables used to make that noise but I'm fairly sure yours is electronic. I'd check underneath and see if a driveshaft U joint is rusted or loose. That sound will "transmit" and appear to be coming form someplace other than the actual source. Check all driveline joints just in case it's not the driveshafts.
