Yes, the system is stuck in the safe mode. Usually when you disconnect or recharge the battery it goes into safe mode as if someone is trying to steal the car, the system assumes cutting the battery wire to disable the alarm will do this. So, the system Alarm goes back on (Safe Mode) as soon as the Batter circuit is re-connected.
First you need to find out why it went into safe mode, do a computer scan for codes and repair, then you can take it out off safe mode by clearing the codes
sorry to say, you will need to take it in, it needs to be hooked up to their computer to reset and have it start up poperly. It just like a pc when it crash it will try to start in safe mode until you select "Normal" start up
My 06 expedititon just had the throttle body replaced at 52,000 miles, car would go into safe mode but you couldn't drive it.. always on the freeway - that is just really safe! had to park it... kill it and restart it, to be able to drive!
