Pull the plug on it! Or in this case, pull the relay out of it's socket-the cooling fan relay may be bad, sticking on.

I have a 2000 vw new overheated today and I noticed that the fans would come on for about 2 seconds then go off...this kept repeating over and over..its my first vw so i was not sure what to...

Hi, it is probably just a weak relay. Find the cooling fan relay and replace it. Sorry, I don't know where they put the relays on the Beetle, but I can see some in the crack of the picture below.

2000 vw bettle will not cool the system only cooles when the high speed fan comes with the a/c on

If you haven't replaced your water pump, chances are it could be the original part (OEM). This use a composite material impeller similar to hard plastic. They are prone to cracking at the shaft connection for the pulley and doesn't spin with the engine. Replace it with an aftermarket part which have metal impellers. I'd advice to invest on replacing your timing belt at this time because the water pump is behind the belt. Also keep in mind to use G12 only coolant (VW red coolant), these are phosphate free keeping the system cleaner. Your A/C when switched on automatically activates the fan to lower engine temp when the compressor adds extra loads to the engine.

Need to change a tail light bulb left sideon a 2000 vw bettle

Unscrew the knob behined the light in the Boot / Trunk and the use a small screwdriver on the OUTSIDE of the light on the right handside as you look at the light in the middle on the outside. You will feel a little spring clip and as you push gently the light will pullout forward.
Go to the above link and you will get picture wise explanation for the same tail light bulb replacement. It has step by step picture explanation.

In the fan circuit...You have a temp switch screwed on the radiator, a fuze and a relay in the fuze box plus a fan.  Swap the relay with another relay, replace the fuze.  The other fan should come on when the a/c is turned on.  If you fix the fans and it still overheats, you may have a BLOWN HEAD GASKET.  ALSO ARE YOU BLEEDING THE AIR FROM THE SYSTEM?  DO YOU SMELL EXHAUST IN THE COOLANT?
