Does 2003 wrangler have inertia switch if so where is it located and how do you reset it

If you are talking about a fuel pump shut off, no. The fuel pump is controlled by the ECM and it would shut off in the event the air bags deploy. This process replaces the old inertia switch. The problem with FCA (Chrysler, jeep) is that the fuel pump is controlled by a relay and that relay and circuit have failure issues.

Engine turns over has no fire at plugs

ck the simple things first , like the fuses , both under hood and under dash , then look 4 the fuel pump cut off switch , sometimes called the roll over switch , its usually in side panel at back , make sure its not tripped or bad , also something ill look for from now on , as it recently caused me a few hours of time , was to see if all the air bags are plugged in , seems cars have to have there air bags plugged in to run nowadays

We're is fuel pump reset switch for e150 Ford van year 2000 with 5.4 litter v8

They stopped using those when air bags came into play with the computer systems on emissions systems. The fuel pump does not shut off anymore unless the airbags deploy. The fuel pump now is controlled by a relay that is under the hood in the fuse box.
