Sounds as if the compressor isn't coming on, try for a blown fuse or faulty relay ,check fuse box under dash and in the engine compartment, the amount of coolant does'nt actually have anything to do with air conditioning , that has a gas , freon, in the a/c system ,get this checked at a a/c repairer , do not attempt to do any thing to the a/c system as gas escape can be lethal !
