Your fuel pump has failed.
The 40MPH speed limitation was caused by fuel pump under-supplying the engine with fuel.
The no-start condition is the fuel pump failing to supply fuel to the engine at all.
The reason your engine turned was that you have a good battery & good starter. The engine
just wouldn't catch for lack of fuel.
How to check this: attach an ODB-II code reader to the car's computer port and ask the car's
computer what it thinks is wrong with the car.
Theoretically, its possible that 1 or more fuel injectors failed, then they all failed, but the chances
of this scenario are nearly infinitesimal. A wiring harness problem (wiring from the PCM
(the computer) to the fuel injectors) could potentially cause this.... but its the fuel pump.
FIX: replace fuel pump.
