Oil gauge needle is pointed down. Do you have to buy the whole dashboard panel or can you repair just the oil gauge component?

only way to repair just the guage is to find a unit at a salvage but if you have to take your out its easier and faster to just change the dash unit complete

This happened with my 2005 Impala and I ended up having to have the entire instrument cluster replaced. Not much fun or cheap, apparently it is a common problem and fixing the speed sensoer or spedomoeter cable is not a long term answer.
