Sounds like Throttle position sensor faulty.

Are you familiar with using a multimeter/ohmmeter? That would confirm it's the problem, but if you want to gamble, throttle position sensor is usually mounted opposite end of throttle shaft. Approx, $35-$50 for part. Pay real close attention to how it comes off, has to go back on same way.

I have to hold pedal to the floor to speed up my ranger

sounds like the cat converter. if you disconnect the exhaust in front of the converter and then start the truck and see if the engine will rev up good. if it does the converter is clogged.

Engine revs to 3000 rpms when clutch is pushed in

Check all cables and linkages from the clutch pedal out. Check engine compartment for vaccume leaks.
Make sure and set the parking brake before you start inspecting the vehicle

2003 Ford Ranger Pickup traveling down the road

Is there somthing hitting the gas pedal, like the floor mat? Or maybe something under the dash came loose and is getting caught under the brake pedal and pushing on the gas. Put the shifter in neutral if you get into a situation where going to hit something or someone. The engine has a rev limiter, to prevent it from over reving.

It sounds like there is a problem with the brake booster. they use engine vacuum to operate and that would make it rev when you brake

Accelorator pedal does not work

Its the pedal position sensor.
It is part of a accelorator assembly. Its not a cheap part.

As I see it, your options are (1) buy a new part at great expense; (2) buy a second hand part if you can locate one; or (3) try to repair the sensor.

Stiff accelorator pedal

It is either the cable that goes from the pedal to the throttle body, or the throttle plate is sticking.
