If you mean steering properly I can only speculate what your Stratus is doing.Steering related if it does not have power assist and turns hard sitting still try revving the motor slightly while turning the steering wheel if it feels like it turns easier then you may have a pump issue if it isn't easier then you still may have a pump or gear issue. If when driving it wanders you may have a suspension or steering component wear issue the same if it feels like it's binding while turning. These were common for outer tie rod ends wearing first as miles accumulate.

The high beams wont turn off even when the car isnt running which fuse can i pull to turn them off so they wont drain my battery until i can get the combo switch replaced

Have you verified that the switch is actually the problem? Anyhow, pull the fuses out one at a time until the lights go out. Easiest way to find it.

Rpm are at 2500 when i first turn on car just recently replaced timing belt i dont know what would cause this?

the engine rpms are controlled by the idle air control valve located on the throttle body. they go bad and are expensive. but it usually throws a code aka check engine light on. make sure the throttle cable isnt holding the throttle plate open eg make sure it has a small ammount of slack and that the plate closes fully. the only way to test the idle air control valve is to command it on and off using a proper scan tool.

I have replace wheel cylinder on 97 Stratus, bleed the brake several times, but the brake pedal seems to get more spongy every time I bleed. Could the master cylinder possibly need replace? Is there a...

Itsw very unlikely their is a problem with the master cylinder. When you pump the brake's to bleed them it uses up the vacuum and the brakes will be spungy because the servo isnt working properly. After bleeding leave it running for a few minutes then try the pedal it should be ok. If their is a problem with the master cylinder then the pedal would go all the way to the bottom but not spungy. You may need to bleed the brake on the other side to get all the air out of the system.
