Question about 2003 Jaguar S-Type
Excuse me for being basic - but have you checked your climate settings as the car has a split control system
so its possible to set passenger = cold
= driver hot.
Try putting climate on Auto and setting temp to 22C and see if all works okay. hope this helps

Check the AC gas as most probably it is a little low , if not then you need to check the heater lines and control , might be leaking internally which makes that problem
