Two options just pull them straight up or they make a special tool that you can buy to do this. if you are going to replace plugs you should go ahead and do the wires at the same time.

Check for spark. Remove a spark plug and attach the wire back on, then hold the plug against the engine block and have someone crank the engine. Watch for a spark.

Inspection

Inspect for the correct routing of the spark plug wires. Improper routing may cause cross-firing. Inspect each wire for any signs of cranks or splits in the wire. Inspect each plug wire boot for tearing, piercing, arcing, carbon tracking or a corroded terminal.
If there is any corrosion, carbon tracking or arcing indicated on a plug wire boot or terminal, both the plug wire and component it was connected to should be replaced.

Are coil plugs on a 2003 Ford focus the same as the spark plugs or no? Also are the ignition wires the same as sparkplug wires?

Coil plugs? Honestly ive never heard of that. I would assume you meant the ignition coil or ignition coils, and no they are not the same thing as the spark plugs. Ignition coils are actually what generates an electric spark for your spark plugs.

Igntion wires are in fact the same thing as spark plug wires just a different name for the same thing.

No spark on one cylinder on a 2000 ford focus 2.0

The coil fires two plugs at one time, so if the other plug is fireing also the problem maybe a wire or plug. Or possible bad coil if fire is weak on one side. Common problem.

I have a 2000 ford focus and it just shut down as I was driving and wont restart. How do I determine if it was a timing belt? Or where do I start diagnosing the problem??

check for spark at spark plug first. remove a plug and leave the wire on, hold it against block. crank engine & see if plug sparks. also, listen for air pressure in spark plug hole. report back.
