Question about 1998 Dodge Caravan
It looks like parking brake was set and the shoes have seized up. smack the wheel drums with a big hammer to free them up or brake shoe has stuck on and needs replacing
First check to be sure the parking brake is not stuck, then it would probably be that the rear brakes are so worn that the cylinders have travelled further out than they are supposed to and have become stuck forcing the shoes out against the drums.
