Question about 2000 Jaguar S-Type
Either something found its way down into the retract reel and jammed it or the spring to rewind the belt is broken. It may need to be replaced (all the info and part numbers are on a tag on the belt). Before you replace it try to pull it all the way out and see if it will retract or see if there is anything down in around the reel.
