It is behind the passenger headlight bucket. You need to take the whole front end apart to get to it, or you can cut a hole if you know exactly where it is.

I'm likely to repeat some of what's been done but first, hot-wire the fan to the battery to make sure it is good. The relay should be inside the power distribution center near the battery on the passenger fenderwell (haven't seen one on a Jeep that wasn't, unless someone moved it?) Chrysler used to like to hide them up in front of the battery though. The fan works like this: temperature sensor sends signal to the computer which sends message to relay. Relay then sends power to the fan motor. At worst, you will need to follow the fan wires back to the relay by opening up the harness, but I don't think you will need to do that.

The computer gets a signal from the engine temp sensor that the fan is needed, and grounds the fan relay to provide power to the fan.

If the fans don't come on to cool the radiator then maybe it's the thermal fan switch, which sends the turn on signal to the fan relay, that might be bad.
