1993 Subaru legacy auto seatbelts will not retract

I have check the fuses and they all look good. Owners manual does not tell you which fuse it is though. Any other ideas.

The seat belt retractor mechanism is not electrical their mechanical. They must be damaged if not retracting or your parked on a grade. They are made to lock on any fore other than sitting level. This vehicle may have another lock agent involved like open doors or the like. Read your owners manual...
