What sort of service do you think is needed? last tuneup was at 80K

It needs to have the throttle body cleaned and a top enging clean, and it may be due for a rotor.

When excellerating , seems to hesitate, then goes good, then feels like it is misfiring every couple miles or so.

it is missfire
and the CEL glows, and you scan it and get P030x. errors.
first turn it up , then see if misfiring ends. that is first.
spending big cash diagnosing a non serviced car is over the top.

possible the fuel pump is intermittently going bad. sometimes the fuel filters are getting clogged and this can be symptomatic. i would replace the fuel filters first and then the fuel pump.

You may not have to replace it yourself. I hope your car is under 80,000-100,000 miles there was a recall issued for that problem.
P2716 is caused by a bad Ecm, (engine control module,) Toyota has an upgraded ECM for this and are warrantying these for 8 years or 80k miles, Take it to the dealer and have them replace it for you, there should be no charge if the vehicle is under 80k miles according to service bulletin (41554a).

How often should the timing belt on my Toyota Rav4 be done? After how many miles?

Sometimes the belt last forever, sometimes not. It is a tough job and expensive one as well. You should take a look at it before buying another. You need to remove one of the covers to the timing belt and look at the belt. It should only have a screw or maybe two. It is easy to get to the front one. Make sure the belt is not cracked and there is not any teeth missing. As far as miles, maybe 100,000-120,000. It is recommended to change before that but they usually last longer. If money is not a problem and you are over that, get it changed. If it does break, you are stranded and it may cause additional engine damage.

chains are made to last for the life of the engine at 200k you might want to check the chain guides tha'ts all. you are thinking of the belts they had to be changed at about 80k.

Service due every 3750 miles. interavls requiring major maintenance fall on 15k 30k 45k 60k 90k and so on ....or months which every occur first.
