hi there. I have a 96 4-runner and the relays are under the hood, passenger side on the fender well. Just lift the black cover.
For the signal light, you have to pull out the 4 philips screws and pull the rear lense out to access the bulbs.

open the hood. Reach in behind the headlight and follow the wires to a plastic retainer. Grab it and turn about 90 degrees pulling out at the same time. Your light should come out.

you should find it under the dash on drivers side it may be a round or square unit approx. 2" long with a connector plug on the top....hope this helps.....cheers.
