Did you check to see if you had power to the horn? There is also a horn relay in your fuse control center under the hood. If you have your owners manual look in it and it will show you where the location is at.

it is located in the underhood fuse box, this box is near the left fender under the hood, the relay locations are maped out in the underside cover of the box, also u can find this info in the owners manual

assuming you have the Town Car with the FACTORY alarm system they actually called it the starter interrupt relay for some reason
you'll find it behind the right side of the dash
if you do not have the factory alarm system then there is no relay, just the old school starter solenoid and an ignition switch
