The blower works on high but nothing on all other speeds. I smelled buring wires before the fan stopped. It still works but only on high.

the heater motor ballast resistors have probably given up they are often mounted in the heater intake duct and you might be able to get a second hand set from a breaker please rate ths if it solves your problem thanks

It could be the the fan motor relay if you replace the relay and it still doesn't work then its the blower motor needing to be replaced.

I have a 99 intrepid, the blower motor works when it wants to. when working works great, ive pulled the motor out and hooked to power, works great. could it be one of the switches?

Replace the fan resistor under the dash most likely in the area of the glove box underneath, it is screwed into the side of the heater box

your blower motor resistor is bad, it is a small electrical component located next to the blower motor under the dash, held it with two screws.
