I agree with Tomislav. It is either the fuse (which is located in one of the two or three fuse boxes in the car). Or it could be the motor to the wiper. This you may have to track down and test. You will either need a multimeter to see if there is power going to it from the wires, or you can use jumper wires and attach it directly to your battery (briefly) to see if it turns on. If it does, then the problem most likely lies in the switch itself (the thing you press to turn them on. You can replace this but it costs a lot so I would check everything else first.

Jeep wrangler wiper fluid will not dispense on front windsheld but will on the rear

Switch is faulty is the first thing comes to my mind. Your spot on tho in your diagnosis, although you may have two pumps and tanks, one for front, one for rear. I would check all my fuses just to be sure, and I would look at all my waster tubes and make sure they are not clogged, check your nozzles too, as sometimes wax can clog them up.

A6 wipers

How do you know motor is fine, you jumped a wire across from battery to motor? if what you say is correct then it has to be the wiper control switch, if when u jump wire across and motor turns but not wipers the the attachment from motor to wiper assembly is stripped, disassemble and find if it's shaft or plate that's stripped happens when people don't clean windows off from snow ice and just turn wipers on.
