Try moving (one part at a time) from the "bad" cylinder to a known good one. Start with plug. Then wire (both ends). Then coil/coilpack. IF the problem moves, you have found your culprit.

My 97 VW Jetta GT will not go pass 65mph, I change the spark plug ,spark plug wires and oil change still nothing.

You could have a compression issue with one or more of the cylinders, meaning they aren't pumping out full power.

I'd recommend taking it to an engine tuning garage, and asking them to run a diagnostic on the ECU, and also mechanically check the engine to see that all cylinders are doing their job.
