Question about Hyundai Motor 2002 Elantra
Engine light came on. when I come to a stop and push in the clutch the motor revs up to 3200 rpm stays up for 3 or 4 seconds and drops back down. about half the time it will repeat the cycle
Check the switch that allows the ignition when the clutch is depressed as it may have a problem or a short that is affecting the ECM

More maintenance history needed. Oil changed regularly, timing belt replaced at 60 K miles, Engine air filter & intake air hose inspection?
Causes of the problem you describe are many. Recommend you have a technician check your throttle position sensor for any bad spots in the potentiometer... most likely cause when there is NO Check Engine light.

Check the vacuum hoses, but sounds like the IAC or even the o2 sensors. The computer will pick up on the o2 sensors but not the IAC..Go to your local ADVANCE store and they will check on computer for free :)

I've got Hyundai Lantra 1.6 year 2000. It's take time to start when it's hot. When I start my car it revs at about 2k-3k rpm. It also does it when I come to a stop. When I come to a stop it will stay at a higher rpm than that of idle speed. It drives ok when on freeway but uses more petrol. I have changed the water & petrol pump but no luck

When I had this same problem...it was the Catalytic Converter...cost about 200 to get it fixed at the Hyundai Dearlership :)
