How do you replace actuator on 99 catera

You mean the one bellow the wheel? there are two bolts , this bolts are like a dirll point, they just rotate little and fit. Then you move the bottom cover slightly up, since there are two fixed bolt type shaft that hold that cover. So just rotate two screws, hold the cover, and move slightly up, while holding it up, and you get to the fuse and relay area. The other side you have to remove the glove compartment and you ll reach the Transmission Control Unit . If you need I have some information from Haynes 3510 book, Vauxhall/Opel Omega that is smilar to Catera 1999, which I happen to own down here in Mexico.

Where is the horn fuse on a 1999 grand caravan

The horn fuse is in a fairly large black fuse box under the hood on the driver's side. There are two tabs at the rear of the box that you pul towards the front of the van to release, then lift the cover by rotating it up and toward you. On the inside of the cover you will find a "map" of what each fuse controls.
Anytime you have an electrical issue with this vehicle, you should check this box first. For instance, I went and bought new headlights when what I really needed was one of the headlight fuses found in this box.
The fusebox under the dash only has about 10-12 fuses in it, and they are not the ones that will usually blow, so check under the hood before you twist your back out trying to get to the interior fuse block.
One last tip: a pair of needle-nosed pliers or an actual fuse puller is recommended, as finger space is limited around some fuses.
Hope this fixes it!

Horn will not blow

most likely the airbag/ horn rotating clock spring contact under the steering wheel has an open circuit in the ribbon, this is the most common cause.

BMW 318i SE Airbag light

this problem is most commonly caused by the rotating contact under the steering wheel (also called the clock-spring contact), it has developed and open circuit, the airbag control/diagnostic monitor senses this and disables the airbag system
