Hi
what fan?
heater blower motor or viscous engine fan.
assuming its the latter, you will need a special viscous coupling spanner. fit this spanner correctly and hit it opposite way to engine running. use a copper mallet or similar.
should spin off when loose. refit is opp. dont forget to give it a tap with the hammer.
cheers
Roger

Check to see if the fan on the radiator is working at idle.

Here's information on how to change the fan if needed:

Engine Cooling Fan Removal & Installation 2.4L Engine To Remove:
  1. Remove the coolant bottle and set aside.
  2. Remove the power steering reservoir and set aside.
  3. Disconnect the cooling fan connector.
  4. Remove the cooling fan mounting screws and the cooling fan.
To Install:
  1. Install the cooling fan and the mounting screws. Tighten to 50 in-lb (5.5 Nm).

How to change fan on 92 vw golf

It's best to remove the battery for enough room the remove the fan assembly. There are 4 10mm bolts holding the assembly to the radiator. Unplug the fan and disconnect anything held to the assembly. Remove the assembly, remove the clip holding the fan blade to the fan, remove the fan blade, unbolt the 3 10mm bolts that hold the fan to the assembly and remove the fan motor.
