You need a special tool - NAPA may still be able to get it, but GM has gotten really nasty about letting them go, and in some states you have to have a locksmith license to buy one. Go to a GM dealer & ask for the part number, then go to NAPA and try to order it. No other way that I know of

If you vehicle is parked on a slant and the wheels are slightly turned, the pressure from the weight of the car may be forcing you steering wheel to bind. Try tweaking the steering wheel in the same direction that the wheels are turned using your left hand and at the same time try turning the key with your right hand. Tweaking the steering wheel takes the pressure off of the ignition switch. If that doesn't work, try a different key if you have one.
remove stearing column shroud turn key to accessory or forward to just befor starting around the ignition switch there is a pin hole use a pin and push retaining pin and pull out switch follow instructions on new switch for installation
FIRST OF ALL, TURN OFF RADIO,DISCONNECT NEGATIVE BATTERY CABLE. IF EQUIPPED WITH TILT STEERING COLUMN,REMOVE TILT LEVER.CAREFULLY REMOVE THE UPPER AND LOWER STEERING COLUMN COVERS. REMOVE THE 3 TAMPER PROOF TORX IGNITION SWITCH MOUNTING SCREWS USING SNAP ON TOOL TTXR15A2 OR EQUIVALENT. GENTLY PULL THE SWITCH AWAY FROM THE COLUMN AND REMOVE THE 2 ELECTRICAL CONNECTORS FROM THE IGNITION SWITCH. WITH THE KEY IN THE LOCK POSITION, DEPRESS THE KEY CYLINDER RETAINING PIN FLUSH WITH THE KEY CYLINDER SURFACE. ROTATE THE KEY CLOCKWISE TO THE OFF POSITION THE KEY CYLINDER SHOULD NOW BE UNSEATED. ROTATE THE KEY CYLINDER COUNTER CLOCKWISE BACK TO THE LOCK POSITION, AND REMOVE THE LOCK CYLINDER. ( TO INSTALL ) CONNECT THE ELECTRICAL CONNECTORS TO THE IGNITION SWITCH. BE SURE THE CONNECTORS ARE SECURELY LOCKED IN PLACE. MOUNT THE IGNITION SWITCH TO THE COLUMN 3 SCREWS FOR VECHICLES WITH THE TILT STEERING COLUMN THE SHIFTER MUST BE IN THE PARK POSITION AND THE PARK LOCK DOWEL PIN AND THE COLUMN LOCK FLAG MUST BE INDEXED BEFORE THE SWITCH IS INSTALLED. PLACE SHIFTER IN THE PARK POSITION. PLACE THE IGNITION SWITCH IN THE LOCK POSITION. THE SWITCH IS IN THE LOCK POSITION WHEN THE STEERING COLUMN LOCK FLAG IS PARALLEL TO THE IGNITION SWITCH TERMINALS. POSITION THE PARK LOCK DOWEL PIN OF THE IGNITION SWITCH SO IT ENGAGES THE STEERING COLUMN PARK LOCK SLIDER LINKAGE. APPLY A LIGHT COATING OF GREASE TO THE PARK LOCK DOWEL PIN AND THE COLUMN LOCK FLAG. POSITION THE IGNITION SWITCH AGAINST THE LOCK HOUSING OPENING ON THE STEERING COLUMN. BE SURE THE SWITCH PARK LOCK DOWEL PIN ENTERS THE SLOT IN THE PARK LOCK SLIDER LINKAGE INSTALL THE RETAINING SCREW AND BRACKET. TORQUE THE SCREW TO 26 INCH LBS. INSTALL THE STEERING COLUMN COVERS AND THE TILT LEVER IF REMOVED. WITH THE KEY CYLINDER AND THE IGNITION IN THE LOCK POSITION INSTALL THE KEY CYLINDER INTO THE SWITCH UNTIL IT BOTTOMS. RECONNECT THE NEGATIVE BATTERY CABLE AND THE CHECK THE IGNITION SWITCH FOR PROPER OPERATION OF HALO LIGHT SHIFT LOCK IF EQUIPPED AND COLUMN LOCK.ALSO CHECK FOR PROPER OPERATION OF THE IGNITION SWITCH ACCESSORY, LOCK OFF, RUN AND START FUNCTIONS.
Do you have a tilt steering colum if so you have to pull the stearing wheel .remove the turn signal assembly ( all this requires some specialty tools Like a wheel puller stearing coloum tool to depress the steering wheel lock ) if your not equiped call a mechanic and save some time.
Disconnect and isolate the negative (ground) battery cable. This will disable the air bag system. Failure to disconnect the battery could result in accidental deployment and possible personal injury. Allow the system capacitor to discharge for two minutes then begin air bag system component removal. To install:
Engage the electrical connectors to the ignition switch and make sure the switch locking tabs are fully seated.
Before attaching the ignition switch to a tilt steering column, the transmission shifter must be in the PARK position. Also the park lock dowel pin and the column lock flag must be properly indexed before installing the switch as follows:
Place the transmission shifter in the PARK position
Place the ignition switch in the LOCK position. The switch is in the lock position when the column lock flag is parallel to the ignition switch terminals.
Position the ignition switch park lock dowel pin so it will engage the steering column park lock slider linkage.
Apply a light coating of grease to the column lock flag and the park lock dowel pin.
Place the ignition switch against the lock housing opening on the steering column. Ensure that the ignition switch park lock dowel pin enters the slot in the park lock slider linkage in the steering column.
Install the retaining bracket and ignition switch mounting screws, then tighten the screws to 22-30 inch lbs. (3-4 Nm).
If the vehicle is equipped with a tilt steering column, install the tilt lever.
With the key cylinder and the ignition switch in the LOCK position, insert the key cylinder into the ignition switch until it bottoms.
Insert the ignition key into the lock cylinder. While pushing the key cylinder in toward the ignition switch, rotate the ignition key until the end of travel.
Install the retaining screw into the bracket and lock cylinder. Tighten the screw to 22-30 inch lbs. (3-4 Nm).
Install the steering column covers, then the tilt lever, if equipped.
Evidently you have a tilt well. you have to rmove the steering wheel to access four screws that come loose in the middle of the column. Once you remove the wheel you have to remove the hazard button.Below the wheel is a plate that you have to compress to remove a c clip with a thin screw driver. Than you have to remove the turn signal switch that is held in with three screws. Disconnect the harness on the side of the column. slide the switch out as far as you can. the piece that the switch sits on has to be removed so you can get to the screws that needs to be tightened.This a very tough job for a homr repair tech and should be done by a tech. I was just giving you an idea what it is like if you have never done this before.
Pop the center out of the wheel, disconnect the horn. Remove the big nut. Use steering wheel puller to remove wheel.
DC horn wiring again, remove plastic cover. Depress lock plate and remove circlip. DO NOT LOOSE. remove lock plate. some have a small 3/16 allen screw holding key tumbler in others have a flat spring to depress.
If the actual switch (not lock cyl) is bad you will have to lower the colum from the dash Remove screws (4) holding te plastic piece under the colum2 bolts it will swing down and allow access to the ignition Sw, top side of the colum.
You will need to remove the trim pieces below the steering column. Then there is a small cable that goes to the gear indicator, remove it from the column. There will be 2 nuts,(4 on some models) holding the column up. Remove those and let the column rest on the seat.The ignition switch is mounted on the top side of the column tube and held in place with small bolts. Remove those then un plug the switch and replace it. Good Luck
