the cheapest solution is to have someone like apple autoglass, cut you a mirror. however, if its a heated unit you would lose that functionality.

Just find the ture lens and wipe it off as it gets dirty just like everything else. It may have gotten moisture inside of it but just wipe it off first

Are you not the original owner? That sounds suspiciously like this car has been in water or it was stored in a very humid environment for an extended period.
You should pull up the carpet and inspect the floorboards for rust. If all is well with water exposure then you can either close the windows and run the A/C on maximum for a while or leave all the doors open until the fogginess dissipates.
The cause of the dim displays and fogged mirror has the same effect on the laser lens of the CD player. It may be more common on interiors that were cleaned recently from any of the cleaning agent or protectant remaining behind on the surfaces that might cloud when on cold acrylic plastics, more so when given the right environment.
You could also try using a hair dryer on these surfaces on a low setting.
