Question about Volkswagen Jetta
You are getting a short somewhere within the circuit. If you are capable, try putting an volt/ohm meter in 12v position and find a chasis ground, put the negative lead on it. Second, remove connector from fan and sequentially take your positive lead and go from pin to pin until you find voltage. When that happens, that wire in the circuit is possibly your culprit. Having a wiring diagram will help in determining where that wire is connected and will be able to pin point a possible fault. The fan may run with jumper wires but if it''s blowing the 30 Amp Maxifuse it's needs a new or used fan motor. It's pulling too many amps.I have almost never seen a fan relay concern.Only other thing you may check is the wiring down near the fan shoud I have seen the 2 wires get loose from the conduit & melt onto exhaust manifold.Hope tHis Helps

SOURCE: cooling fan fuse
most likely the cooling fan has a short in it. disconnect the connector on the fan. If it doesn't blow now its the fan motor. If it still blows you have a short from the fuse to the motor. What this means is the hot wire is touching bare metal somewhere

Radiator cooling fan is not electric, it is driven by a silly hydraulic pump which is located low on the passenger side of the engine above the alternator. All 2000-2002 LS's have this system. Most likely either the motor or pump has failed.
