I am supposing the 328i is a Bimmer.
Most, if not all, windshield washer pumps today are electric, and the pump is attached to the washer bottle. The fuse would be under the hood, in the black plastic box of relays. I suppose some may not have a fuse for that pump, they may have a relay to protect the circuit.
It is common for the hoses between the bottle and the outlet near the windshield to become clogged with sediment, and need to be "blown out".

PROBABLE CAUSE Impact to the
front bumper pushes the bumper back far enough to break the washer pump
hose fitting. CORRECTIVE ACTION Replace the windshield washer
reservoir and washer motor with updated parts. REPAIR PROCEDURE 1. Turn
the ignition switch to ACC (I) to unlock the steering column. 2. Raise
the vehicle on a lift. 3. Remove the right front inner fender. Unhook
and pull back the bumper for better access. CLIPS (6 places.) SCREWS
(6 places.) RIGHT FRONT INNER FENDER 4. Release the hooks on the
upper right side of the front bumper. 5. Remove the clip from the filler
neck, then remove the filler neck. FILLER NECK CLIP WINDSHIELD
WASHER RESERVOIR CLIP WASHER MOTOR CONNECTOR BOLT BOLTS WASHER
TUBES 6. Remove the right front fender trim, and disconnect the washer
hose from the 90-degree fitting. CLIP FRONT FENDER TRIM FRONT HOSE
7. Disconnect the 2P connector and the two washer tubes from the washer
motor. 8. Remove the washer reservoir clip and the three bolts, then
pull out the reservoir. 9. Assemble the new reservoir components, but do
not install the filler neck. 10. Trim 85 mm off the end of the 1,260 mm
washer tube only. 11. Route the washer tubes on the reservoir. NOTE:
The black fitting is for the front windshield nozzles, and the white
fitting is for the rear nozzle. 85 mm 12. Install the reservoir. 13.
Connect the rear tube to the straight fitting in the wheelwell. 14.
Connect the 2P connector to the washer motor. NEW RESERVOIR Connect
the rear washer tube. CLIP BOLT 9.8 N•m (7.2 lb•ft) 15. Install the
filler neck with the original clip. Connect the front washer tube to the
90-degree fitting. Then reinstall the front fender trim. WASHER FLUID
DIPSTICK 2P CONNECTOR FRONT FENDER TRIM FILLER NECK CLIP

Install washer pump in reservoir.
Install washer pump reservoir assembly.
Connect washer hose.
Connect washer electrical connector.
Install air cleaner assembly.
The windshield wiper fluid pump is located in the tank which is not in the heater motor or defroster area in the dash.
The defroster/heat control door is located in the dash board area:
A crack in the tubing, clogged up sprayers on the hood. Check for leaks while a buddy activates the pump. Try cleaning the sprayers with compressed air. Listen to the pump, do you hear it working? If not, you have a bad pump or no power.
May be the resevoir bottle may have something stuck in it, you are right, you may have a clogged line. Also check the routing of the hoses to the squirt that they are not pinched or kinked. Any washer fuild leaking anywhere?
Disconnect and isolate the battery negative cable.
Remove the engine fresh air housing inside the engine compartment.
Disconnect the washer hose at the in-line connector forward of
the cowl grille so that the in-line connector remains with the washer
hose from the fresh air plenum.
Disconnect the washer hose from the hose clip located on the front fender side shield.
Remove the filler tube screw.
Hoist and support vehicle on hoist or jack stands.
Remove the right front wheel and tire assembly.
Disconnect the left right front wheelhouse splash shield and move aside.
Drain washer fluid from the reservoir and into a suitable clean container. This can be done by disconnecting the windshield washer hose
from the front (outboard) washer pump and allowing the washer fluid to
drain into a container through a temporary jumper hose connected to the
front washer pump.
Disconnect the electrical body harness connectors to the
washer pump motors and the fluid level sensor. Slide the red lock on
the connector to the release position, then, depress the black tab and
pull the connector off the pump or sensor.
Remove the two reservoir mounting screws.
Disconnect the reservoir from the body mount by raising the
reservoir upward slightly and then down so that the reservoir filler
neck and front washer hose pull through the opening in the front fender
Push filler neck and front washer hose through the opening in the
front fender side shield. Connect the reservoir to the body mount by
lowering the reservoir down.
Install the two reservoir mounting screws. Torque screws to 8.5 - 11.3 Nm (75 - 100 in. lbs.) .
Connect the electrical body harness connectors to the washer
pump motors and the fluid level sensor. Slide the red lock on the
connector to the closed or locked position.
Assure that washer is properly routed to prevent pinching and possible inoperative washers.
Connect the left right front wheelhouse splash shield and move aside.
Install the right front wheel and tire assembly.
lower vehicle from hoist or jack stands.
Install the filler tube screw. Torque screw to 8.5 - 11.3 Nm (75 - 100 in. lbs.) .
Connect the washer hose to the hose clip located on the front fender side shield.
Connect the washer hose at the in-line connector forward of the cowl grille.
Install the engine fresh air housing inside the engine compartment.
