Question about 1990 Ford Mustang
Wont work at all
First thing to do is check the cruise control fuse, then see if the chain or rod, or cable coming of the cruise vaccum plunger is connected to the throttle linkage and the wiring going to the relay that controls the plunger. If you do not find the problem then you will have to move on to the steering wheel. There are contacts that sometimes get dry and won't contact the brushes that contact the rings on the bottom side of the steering wheel. The steering wheel has to come off to check these. You can rent a steering wheel puller at an auto parts store. If the contacts are worn out or the ring are in bad shape, replace them both.
I hope this was of some help.
